Challenge

Wiener Linien, as the largest public transport provider in Vienna, considers intermodal transportation and operational mobility to be key issues. In densely populated urban areas, the use of electric scooters is seen as part of a wider plan for urban mobility. With the growing awareness of environmental issues and the need to reduce greenhouse gas emissions, more and more people are also opting for more environmentally friendly transport alternatives such as e-scooters.

Especially for Wiener Linien employees working as conductors, who commute to depots or garages, getting to work is often a challenge. Many of them would like to use private e-scooters as a sustainable and cost-effective alternative to the car. In view of this development, demand has arisen for safe and space-efficient storage and charging infrastructure for private e-scooters.

Currently, employees at most depots have no useful alternative to commuting by car. There is no safe way to charge or store e-scooters at the buildings nor on public transportation. Storing the scooters inside the premises is difficult in terms of space and challenging due to fire safety regulations. There is also a logistical challenge - the starting and finishing stations of the employees in the transport service are usually not identical. Ideally, a solution should therefore be found that allows the scooters to be transported safely in the driver's cab of public transport.

Question

How can e-scooters be safely and smartly stored, transported and charged by Wiener Linien employees in the transport service?

Desired result

In this PPPI challenge, Wiener Linien is looking for innovative and creative solutions that ensure safe and space-efficient storage, transportation and charging options for e-scooters in the transport service and at the service stations.

On one side stationary solutions at break points, workshops and garages are desired. On the other hand, the aim is to find a solution that allows employees in the driving service to safely transport their e-scooter in the driver's cab.

On the one hand, this involves structural integration into the existing infrastructure (fire protection-compliant, space-efficient, accessible) and, on the other, taking into account the needs of employees (different start and end service points, individually lockable). The focus of the challenge is on efficiency gains. The aim of the solution should be to keep distances short for employees.

The following requirements must be considered in the proposed solutions:

  • Locking and charging systems: Systems that can safely store folded e-scooters and charge them. Lockability is important, e.g. through employee ID cards.
  • Security aspects: Locking and charging systems must be fire protection compliant and or designed as a separate fire protection section. In the case of a solution in the driver's cab, the e-scooter must be securely fastened.
  • Space utilization: Space-saving solutions that are designed for the storage of folded e-scooters. Solutions in the driver's cab must be designed in such a way that they do not take up any additional space in the vehicle, e.g. by installing boxes.
  • Energy supply: Ideally energy self-sufficient systems to minimize the need for external power connections, especially outdoors.
  • Environmental control: Solutions that provide a temperature-regulated environment to optimize battery life.

This market exploration is open to any innovative and creative concepts. A wide variety of solutions can be submitted, both stationary and mobile. Modular solutions that enable rapid scaling are also welcome.

Non-targets: Charging management submissions for e-mopeds, e-bikes or e-cars are not welcome. Walk-in solutions are also excluded due to the lack of space.

NOTE: With this Challenge, we are currently in the market exploration phase. Therefore, the following is not yet necessary for participation, in order to attract interest: concepts which are completely new or have been specially developed for this Challenge, detailed technical designs or feasibility studies. Please be concise (as a guideline: a maximum of five A4 pages or 10-15 presentation slides in total).

Benefits of the challenge and further project development

With this Challenge, Wiener Linien will gain an overview of possible solutions and potential partners. Those companies, whose solutions stand out in a particularly positive way with regard to the specific evaluation criteria, will be invited to a subsequent Innovation Dialogue by the jury made up of in-house experts. If you are among these winners, you will have the opportunity to present your solution during a market discussion with Wiener Linien. You will exchange ideas directly with those responsible for the project.

As a submitting company, please keep December 10th 2024 free for the Innovation Dialogue in Vienna.

For companies, this means: By participating in this challenge, you will be on the radar of the public-sector client. Even after the Challenge has ended, your submission will remain visible to other interested parties as your virtual calling card. You are putting yourself in a good position for further public procurement projects. You may draw the attention of cooperation partners.

The Challenge and the Innovation Dialogue create sensitivity and understanding regarding suitable innovations on the part of the public-sector client. This is important, as it allows the public-sector client to take innovative approaches into account in subsequent purchasing projects under the Federal Procurement Act following the market exploration phase.

Test set-ups, pilot projects and initial orders at individual locations are possible. Companies that did not take part in the market exploration challenge are also eligible for this.
